Can this be read without reading the first book?

It can, but many people think that the first one is one of the best written CWN out there. No reason to not read it when it is so good and all the chapters are available prior to delving into this one.
Chances are throughout this novel there will be callbacks and name drops, might eventually have spoilers to the first novel.
All in all, I highly recommend you read the first one before this one. After all, this one will just stack chapters for you while you read the first one. There will also most likely be a third novel (author said he was planning for this to be a trilogy) so in the long run reading all three in order will be a nice pay off.
